Use WAV when you're recording, editing, mastering, or archiving audio, because it's uncompressed and lossless, perfect quality that survives repeated re-editing. Use MP3 when you're sharing or just listening, because it's compressed to roughly a tenth the size and plays on virtually everything. The short version: edit in WAV, deliver in MP3.
What each format actually is
WAV stores raw PCM audio with no compression at all. Every sample is written out in full, so nothing is thrown away and nothing is guessed. Quality, and why direction matters
WAV is a perfect copy of the source and MP3 is not, but here's the part people get wrong: on normal headphones and speakers, most listeners genuinely cannot tell a 320 kbps MP3 apart from the original WAV. The critical thing is direction.
